Since it doesn't even cost any ink to activate and only costs two Ink to play, it will then provide this incredibly useful advantage for the rest of the match, or at least until an opponent destroys it somehow
A tutor in the command zone is invaluable, especially given how much allies play out like a toolbox-style deck
If thats the case, consider slotting in something like Meowth which can draw extra cards, making it more likely youll find your Dragonite pieces quicker, or regular Articuno alongside Misty, which can also stall out the game
The deck could immediately win upon resolving Splinter Twin on its Exarch, so even though Splinter Twin did nothing until the turn it won the game and extra copies in hand would be dead, it was worth it
Ramos, Dragon Engine, on the other hand, has proven to be a fairly beloved good stuff or combo deck
