Zhou Yu, Chief Commander is one of a dozen eligible commanders with Commander in the card name, but I can't recommend you go for this gimmick, even in Bracket 1

Though the three Doctor-focused decks are all intended to have a mix-and-match quality to their commanders, the main two for this deck are The Fourth Doctor and Sarah Jane Smith
