The way the card got played in playtests, sort of like a Giant Growth in blue, didn't really capture the feel that we wanted, so the card was removed from the file
Outside of the odd Leyline here or there, Commander is not a format where these effects are used plentifully, and coming from a Modern background there's little that feels better than knowing you're ahead before the first Land touches the battlefield
Mechanics like heroic help make your creatures incredibly strong, and a number of creatures use effects that either apply instant effects to your team (such as Zada, Hedron Grinder, or do damage when you cast instants over and over again using Feather's ability (such as Guttersnipe)

This unusual red card lets you play more lands than usual - but it's not pure ramp, you have to bounce them back to hand again
